time, but we cannot voluntarily leave our nation to be
politically experimented upon, for the existence of a nation
and the lives of its people can admit of no experiment,
either transitionally or permanently. No political question
can be resolved amid a confusion of suggestions and opinions.
Good results can only be reaped by co-operation in the fight-
ing line of certain men of great devotion and talents, who
after careful consideration have planned certain suitable
principles for the guidance of the country. The Parliamenta
ry System has been tried in China, but has failed, for the
people have not had any political training and principles:
If the 800 "Arhans" (Members of Parliament) are again called out and entrusted with the destiny of our country without
keeping them within the limits of some well-recognized
principles and careful control, they will surely revert to the wrong path which they previously pursued when the Parliamentary System was adopted, and will bring about the ruin of our country. China has been slack in purposes and
organisation, and cannot be made active without difficulty. We advocate that the Kuomintang should rule China not only because our principles, constitution and training have had the common recognition of all sensible politicians, but also because while we are subject to the control of the people, we are also subject to the control of our Kuomintang. The "Three Aspects of Democracy" are the only principles for the salvation of our nation, and are suitable for the guidance
of China. They are united and organic, and should be put into practice all at once. No imported principle is
comparable with them. They are all-pervading and profound, and will readily induce any politician to study and develop them from his own point of view and talents. Our Kuomintang
